Barnes and… A Conversation with Dr. Donna Beegle

HELLO AND THANKS FOR MUCH FOR JOINING US. DONNA BEEGLE DOES POVERTY. SHE WAS BORN INTO IT, THE DAUGHTER OF UNDER OR UNEDUCATED PARENTS. MIGRANT WORKERS WHO TRAVELED IN SEARCH OF THE NEXT CROP. FOR THE LAST THREE DECADES, HOWEVER, DR. DONNA BEEGLE HAS BEEN CONSULTING WITH NONPROFITS WITH GOVERNMENTAL ORGANIZATIONS, WITH BUSINESS ORGANIZATIONS, TRYING TO MOVE MORE OF THE HAVE-NOTS INTO THE RANKS OF HALVES. AS SHE APPEARS IN A LITTLE IN ARKANSAS RECENTLY TO LECTURE TO SHARE HER LIFE EXPERIENCE AND HER RESEARCH INTO POVERTY IN AMERICA WITH A CONFERENCE ON THE SUBJECT SPONSORED BY THE UNIVERSITY OF ARKANSAS. DONNA, THANKS VERY MUCH FOR BEING WITH US. THANK YOU ESCAPED, HOW? PEOPLE. YOU KNOW, WHEN PEOPLE MAKE IT OUT OF POVERTY THEY REALLY SAY IT WAS A PROGRAM. THEY ARE MOST ALWAYS SAY SOMEONE BELIEVED IN ME WHEN I DIDN’T BELIEVE IN MYSELF. SOMEONE WAS RELENTLESS PERSISTENT AND CONSISTENT AND DIDN’T GIVE UP ON ME. SOMEONE NAVIGATED RESOURCES AND OPPORTUNITIES FOR ME. I HAD THE PRIVILEGE. IN YOUR BOOK, IN OTHER WRITINGS, YOU CITE ONE EDUCATOR IN PARTICULAR AS BEING A MENTOR WRITES. MENTORING IS ONE OF THE NUMBER ONE VARIABLES THAT HELP TO MOVE FORWARD. ONE MIGHT USE MENTORS WAS DR. BOB-IT’S STUDY THE LANGUAGE AND SOCIAL CLASS FOR 30S. HE PONDERED THE COMMUNICATION DEPARTMENT AT THE UNIVERSITY OF PORTLAND AND THE JOURNALISM DEPARTMENT. WHEN HE MET ME I WAS 28, SINGLE MOM ON WELFARE. AND HE SAID, CAN I HELP YOU LEARN A SECOND LANGUAGE. I WAS LIKE, HOW? AND EVERY OTHER GOOD I DIDN’T KNOW WHEN TO SAY WHEN OR HOW THOSE PEOPLE KNOW WHAT TO SAY SEEING OR SAW. I DIDN’T EVEN KNOW I WASN’T SPEAKING MIDDLE-CLASS SENTENCE STRUCTURE BUT I DID KNOW PEOPLE HAD TROUBLE HEARING ME BECAUSE OF THE WAY I TALK AND THAT WAS OFTEN I THINK PEOPLE WOULD TALK AROUND ME OVER ME AND ABOUT ME. BUT HE UNDERSTOOD THAT IT WASN’T ANYTHING TO DO WITH INTELLECT. BUT EVERYTHING TO DO WITH HOW THE PEOPLE AROUND YOU TALK. THAT’S HOW YOU GAIN YOUR LANGUAGE. HE HELPED ME TO GAIN A SECOND LANGUAGE. I’M NOW BILINGUAL AND SPEAK FLUENT MIDDLE-CLASS LANGUAGE. YOU WROTE ONCE THAT NO ONE -WELL IN A PIECE THAT YOU WROTE ONCE NO ONE SHOULD GRADUATED COLLEGE HAVING NOT STUDIED POVERTY. WERE POVERTY 101 YES. WHAT YOU MEAN BY THAT? Y GREW UP BELIEVING PEOPLE DIDN’T CARE AND WHEN I GOT TO THE UNIVERSITY AT 28, I START BEING AROUND PEOPLE WERE AROUND 18 AND I SAW THEM DOING CARING BEHAVIORS. I THOUGHT WELL IF THEY CARE WHY ARE THEY ALLOWING THIS TO HAPPEN IN THEIR OWN COMMUNITIES? I BEGAN TALKING TO PEOPLE ABOUT POVERTY. IT BECAME CLEAR, SO QUICKLY, NUMBER ONE, THEY DID CARE AND NUMBER TWO, THEY DIDN’T HAVE A CLUE. THEY CAN NO MUCH DESCRIBE WHAT MY LIFE WAS LIKE IN GENERATIONAL MIGRANT LABOR POVERTY THAN I CAN DESCRIBE MIDDLE-CLASS NORMS LIKE WAY FOR ANYONE TO GET A PLATE TO EAT WILL PUT A NAPKIN ON YOUR LAP. I MEAN, MY CONTACTS IF YOU WAITED FOR A WAY TO GET PLATE EDUCATOR SOCIAL WORKERS HEALTH WORKERS PSYCHIATRISTS AND THEY NEVER HAD THE HISTORY OF POVERTY IN UNITED STATES OF AMERICA. I THINK IT’S SO CRITICAL BECAUSE PEOPLE VOTE AND ELECT PEOPLE THAT HAVE DIRECT IMPACT ON PEOPLE’S LIVES. WITHOUT A FOUNDATIONAL UNDERSTANDING OF HOW DO WE GET TO WHERE WE ARE WITH THIS POVERTY THING. AND HOW DOES IT IMPACT PEOPLE. WHAT DOES IT MEAN? THERE WAS A MAN WHO IN MY DOCTORAL RESEARCH, INTERVIEW PEOPLE FROM GENERATIONAL POVERTY WHO ACHIEVED BACHELORS DEGREES. THIS MAN SAID WELL, I GREW UP POOR. I SAID, THANK YOU TOMMY HOW DID YOU GET BY. HE’S A WELL MY DAD WAS A PHYSICIAN AND HE DIED WHEN I WAS 12 AND WHERE TO GO LIVE WITH GRANDPARENTS AND I WORKED IN THE STORE. I PULLED MYSELF AND BECAME A DOCTOR. I’M LISTENING TO HIM THROUGH 20 YEARS OF PRAYED MUCH HOMELESSNESS WHERE WE WOULD FIGHT OVER WHO GETS THE BACK WINDOW OF THE CAR AS YOU COULD SEE THE STARS OUT THERE. NO FEET IN YOUR FACE. I’M THINKING YOU KNEW SOMEONE WHO OWNED A STORE, AND YOU WERE RELATED TO THEM. THAT’S NOT POVERTY. BUT WHAT I LEARNED THIS ON MANY DIFFERENT LIFE EXPERIENCES OF POVERTY, LIKE GENERATIONAL, WORKING-CLASS, IMMIGRANTS, SITUATIONAL, THIS NEXT CLASS AND WE CAN USE ONE WORD TO DESCRIBE THEM ALL. SO WHEN WE ARE NOT INFORMED WE TEND TO THINK APPROACHES TO ADDRESS THOSE ISSUES AS IF EVERYONE HAD THE SAME EXPERIENCE. EDUCATION, OBVIOUSLY IS A WAY AND MOST OBVIOUS WAY OUT. SURE. IF IT WHETHER THAT WORKFORCE TRAINING OR TRADITIONAL PRE-K-12 AND ONTO HIGHER EDUCATION. YET, YOU ARGUE IN YOUR RESEARCH AND IN YOUR WRITING YOU CONCLUDE THAT THE WHOLE DOES NOT MAKE THAT ESPECIALLY EASY ON THE DISADVANTAGE. ABSOLUTELY CORRECT. THAT WORKS AGAINST THEM. UNWITTINGLY, OF COURSE I MEAN, YOU HAVE SO MANY-IF YOU GO TO ANY COMMUNITY IN AMERICA AND CALL THE REAL ESTATE AGENT AND SAY WHERE ARE YOUR GOOD SCHOOLS? WHICH TELLS US RIGHT OFF THE BAT, WHAT? NOT ALL OF OUR CHILDREN ARE GETTING THE SAME OPPORTUNITIES. SO YOU GOT PROGRAMS LIKE HEAD START, WHICH IS PHENOMENAL. IT’S A PROGRAM THAT WORKS BUT WE UNDERFUND IT. WE TURN AWAY HALF OF THE FOUR-YEAR-OLDS IN POVERTY WHO QUALIFIED FOR THIS PRESCHOOL FOR CHILDREN IN POVERTY ARE TURNED AWAY BECAUSE THERE’SOR FUNDING. ONCE THEY GET IN THE TEACHERS ARE USUALLY OVERWHELMED AND IT GOT TOO MANY KIDS. SO, THE FUNDING ISN’T THERE TO GIVE YOU THE FOUNDATIONS WHEN YOU GET TO KINDERGARTEN IS THAT THE VOCABULARY. ALL TO SCHOOL I DO KNOW THE WORD MY TEACHERS WOULD USE. BABY TALK ABOUT THINGS THAT WOULD BE LIKE, WHAT DOES THAT WORD MEAN. AND IT WAS A GO LOOK UP AN ADDICTION. I’M NOT ENOUGH ANYBODY. I GO TO THE DICTIONARY WHAT I DID NOT. DID I KNOW. SO I THINK THE ISSUE OF HOUSING, YET HARD. EVERY HOUSE ARE REPORTING AS OF LATE FOR 15 YEARS THERE’S NOWHERE PERSON EARNING MINIMUM WAGE SAVING WELFARE RECEIVING DISABILITY CAN AFFORD A PLACE TO LIVE. SO YOU GOT THESE KIDS WERE DOUBLED UP, TROUBLED UP, BUT THE MAN CARS AND CAMPERS IN THE LATEST EPIDEMIC IS STORAGE SHEDS AND ARE COMING INTO OUR SCHOOLS. OUR HUNGER RATES, FOR CHILDREN UNDER FIVE, IS EQUAL TO ROMANIA. WE HAVE TO ADJUST THE POVERTY ISSUE. MASLOW TAUGHT THIS IN ORDER TO SOLVE ACTUALIZE OR DEVOTE TO YOUR POTENTIAL, YOU NEED THE STABILITY NUTRITION, ALL THOSE PIECES. IT LOOKS LIKE SCHOOL IS AVAILABLE, BUT IF YOU’RE WORKING THAT DAY FOR FOOD AT NIGHT, AND YOU DON’T HAVE A PLACE TO LAY YOUR HEAD, AND YOUR DON’T YOU CALL HOME IS WHEN YOU DON’T HAVE ALL YOU MENTION ALSO WHILE YOU ARE TRYING TO GET AT LEAST HIGHER EDUCATION, AND YOU’RE A SINGLE MOM, ABOUT SUBSIDIZED HOUSING, YOU NEVER WOULD HAVE MADE IT. THAT’S EXACTLY RIGHT. I WAS 26 YEARS OLD AND I WAS VERY PRIVILEGED TO GET INTO A PRIVATE PROGRAM, AND I TEACH THE CHILD PROGRAMS TEND TO BE HIGHLY EFFECTIVE BECAUSE THEY TAKE A CONFERENCE OF APPROACH. MEANING, THEY GET ALL THE STAKEHOLDERS TO THE DEBRIS OF UNHEALTHY SINGLE MOMS WOULD HAVE CHILDCARE, TRANSPORTATION, HEALTHCARE, DENTAL. THEY GET ALL THE PARTNERS TO THE TABLE AND THEN THEY MEET PEOPLE WHERE THEY ARE. SO, IF YOU’RE IN A PILOT PROGRAM AND YOU DON’T SHOW UP THEY TEND TO GET YOU YOU NEED TRANSPORTATION. LET’S GET BACK TO THE TABLE. THEY DON’T GIVE UP ON YOU. SO I WAS IN GROUP 1 OF THIS PILOT PROGRAM AND EVERYBODY IN GROUP 1 GOT HOUSING. SO, 26 YEARS OLD, FIRST-PERSON GENERATIONS OF HOMELESSNESS COULD I FINALLY HAD STABLE HOUSING. I REMEMBER BEING HOMELESS WITH MY KIDS. I REMEMBER SPENDING MOST OF MY LIFE HOMELESS. YOU CAN’T-I COULD NOT PROCESS LIKE MAYBE ALL GET A GED. IT WAS ALWAYS, WHERE MY KIDS TO LAY THEIR HEADS CONNECTED, GET A GOOD PLACE FOR US TO LIVE. THAT DICHOTOMY OF THAT IS MY FAMILY WORKED THEIR WHOLE LIVES. HARD PHYSICAL LABOR 16 HOUR DAYS. I WORKED MY WHOLE LIKE 15 HOURS. I WAS WORKING AT A FOAM RUBBER FACTORY. EVER MAKING ENOUGH TO SAVE AND PAY UTILITIES. SO YOU DON’T MOVE UP IN THE AMERICAN LABOR MARKET UNLESS YOU HAVE EDUCATION OR SKILLS. PEOPLE WERE WORKING HARD BUT BARELY MAKING ENOUGH TO GET THROUGH THE DAY. YET, TEACHERS ARE ESSENTIAL, HONESTLY AND AS YOU KNOW ALSO, IN YOUR ASSESSMENT, ANYWAY, THE TEACHER IS NOT NECESSARILY THE BEST MENTOR. THE TEACHER MAYBE CLASSICALLY TRYING TO-AND HAVE NO CLUE WHAT SOME [INAUDIBLE] OR HER PUPILS I’VE HAD TEACHERS I DO TEACHER IN-SERVICE ALL ACROSS THIS COUNTRY OF ORIGIN 49 STATES WITH EDUCATORS AND SCHOOL BOARD MEMBERS. WE GRADUALLY PEOPLE FROM COLLEGE WITHOUT THIS INFORMATION. SO, IN OR ABOUT, POVERTY 101? YES. I TOOK THE TEACHER STANDARDS AND PRACTICES. THIS 10 CORE COURSES THAT ALL TEACHERS HAVE TO TAKE BE CERTIFIED TEACHERS AND A CORPORATIVE POVERTY INTO EACH ONE. SAURON PARENTING ENGAGEMENT. TEACHING AND LEARNING STYLE. SO AT THAT CONTEXTUAL PERSPECTIVE SO THEY CAN TEACH TO KIDS EITHER OF YOU KNOW THIS BUT KEEP KIDS IN POVERTY ARE LESS LIKELY TO GRADUATE TODAY THAN IN THE 40. POVERTY IS THE ONE VARIABLE GAIN ZERO PROGRESS ON. LARGELY, IT’S IN OUR IGNORANCE OF POVERTY AND IT IMPACTS ON KIDS AND FAMILIES. SO MUCH THAT THEY’LL WOULD APPEAR THAT SUBJECT TO FORCES OUTSIDE OF OUR OWN BEST INTENTIONS WERE WE TALKING TIMES ABOUT ERADICATING POVERTY BUT IT DEPENDS UPON ULTIMATELY, A JOB MARKET, THRIVING ECONOMY RELEASED A GROWING ECONOMY. WE CAN ALWAYS PROVIDE THAT. WELL, I LABOR MARKET SHOWS THAT AN EDUCATION, EVEN ONE YEAR, INCREASES EARNING POTENTIAL IN THE AMERICAN LABOR MARKET. EVEN WHEN EAGLE WHO GET AN EDUCATION THEY MAY IN TURN AT A LOWER WAGE BUT THE CITIZENS OUT SHOW THEY MOVE UP. IF YOU ENTER WITH A HIGH SCHOOL DIPLOMA WORK YOU ENTER AS AN UNSKILLED LABORER, LIKE YOU DON’T HAVE NO ATTRITION OR COMING, EXPENSE, YOU WERE 10 YEARS AND YOUR AVERAGE INCREASE IN INCOME IS TWO DOLLARS PER HOUR. DOESN’T MATTER HOW HARD YOU WORK. SO, I THINK EXPANDING THE LABOR MARKET WITH A LIVING WAGE JOB THAT I DON’T SAY TO PEOPLE IN THIS CRISIS OF POVERTY YOU NEED TO GET A JOB. I SEE WE NEED TO FIGURE OUT HOW YOU CAN EARN A LIVING A LIVING. IT NEEDS PROVIDE THAT STABILITY WHERE PEOPLE HAVE THE LUXURY TO DEVELOP THEIR GREATEST POTENTIAL BECAUSE THEN THEY GET BACK TO THE COMMUNITY AND ULTIMATELY, THAT’S WHAT WE ALL WANT. I NOTICED ANOTHER OF YOUR WRITINGS THAT THE TERM AMONG THE TAMILS IMPOVERISHED, THE GENERATIONAL POVERTY MY PEOPLE TIERED THE NOTION OF THE JOB WORK IS AN ABSTRACT. WELL, YOU KNOW, A LOT OF PEOPLE BELIEVE PEOPLE IN POVERTY CRITICALLY GENERATIONAL POVERTY ARE NOT MOTIVATED. BUT I SAY THEY’RE NOT USING THE RIGHT MOTIVATORS. SO IMAGINE, I AM 15 YEARS OLD I TOLD THE JOB QUITTING SCHOOL. THIS HAS NOTHING TO DO WITH ME. THE TEACHER SAYS TO ME, THE BEST OF INTENTIONS, YOU NEED TO STAY IN SCHOOL BECAUSE ONE DAY YOU CAN WANT TO A JOB. IT IS FROM THE TEACHER’S PERSPECTIVE, WHAT IS A JOB MEAN? PROBABLY A ROOF OVER YOUR HEAD, FOOD IN YOUR REFRIGERATOR. HEALTH INSURANCE ROTATION NEEDS MET. TEACHERS ARE NOT OVERPAID THEY ARE UNDERPAID BUT MAYBE A VACATION. SO THE TEACHER THINK SHE’S GIVING AN INCENTIVE, BUT MY PARENTS ON MY CONTACTS FROM MY FRAME OF REFERENCE IS MINOR LABOR WORK IT TEMPER A SEASONAL KIND OF JOBS. WHERE PEOPLE WORK HARD. THEY DON’T GET TREATED WITH RESPECT. THEY DON’T MOVE UP. YOU STILL GET EITHER TO GET YOU STILL GO HUNGRY. SO I LOOK AT THE TEACHER SAY, I DON’T WANT A JOB. THE TEACHER THEN WITH A MIDDLE-CLASS EXPERIENCE SAYS, YOU’RE LAZY. YOU ARE NOT MOTIVATED AND YOU’RE NOT GOING TO GO ANYWHERE EVER. I GOT MY GED AT 26. 10 YEARS LATER BY DR. PEOPLE IN POVERTY ARE MOTIVATED. BUT WHY WOULD YOU WANT SOMETHING WHERE YOU’RE NOT TREATED WITH RESPECT AND YOU DON’T MOVE UP? DO IT THING I COULD SEE THAT A JOB DID FOR ANYONE I DO IS TAKE YOU AWAY FROM YOUR FAMILY AND YOUR FAMILY ARE ALL IN CRISIS AND THEY NEED YOU. SO, YOU GO AND WORKING ARE SO GETTING EVICTED AND STILL HUNGRY WHO WOULD WANT THAT? I SAW A SURVEY NOT TERRIBLY LONG AGO GALLUP WORK YOU WERE ONE OF THE SOCIAL SEARCH RESEARCH ORGANIZATIONS, THAT THERE RESEARCH OR ITS RESEARCH SEEM TO PRETTY PROFOUNDLY THAT PEOPLE WHO ARE-MIDDLE-CLASS DON’T REALLY LIKE TO BE AROUND POOR PEOPLE. WE ARE EMBARRASSED EITHER EMBARRASSED WERE DISMAYED WHATEVER. WE ARE UNCOMFORTABLE AROUND POOR PEOPLE WILL YOU HIT ON SOMETHING THAT IS ONE OF THE ROOT CAUSES OF THE CONTINUATION OF THESE POVERTY. WE ARE SEGREGATED IN AMERICA. WHO DO MIDDLE-CLASS PEOPLE SPEND TIME WITH? IF YOU’RE IN GENERATIONAL POVERTY YOUR HANGOUT WITH PEOPLE WHO KNOW THE SINK VOCABULARY YOU KNOW. I WAS TOLD PEOPLE I NEVER KNEW A SOUL WHO KNEW EDUCATION TO EARN 11. I NEVER HEARD THE WORD COLLEGE. I NEVER KNEW ANYBODY THAT MADE ENOUGH TO PAY THE RENT AND UTILITIES. A LOT OF MIDDLE-CLASS PEOPLE SAY YOU KNEW YOUR TEACHERS. I SAY, BEING IN A ROOM WITH SOMEONE IS IN KNOWING THAT. IN ORDER TO KNOW SOMEONE THAT’S ALIKE IDENTIFY WITH THEM. IF THIS EVEN NOT SO DIFFERENT FROM YOU. ONLY THEN CAN THEY BE A ROLE MODEL. I THINK THAT ISOLATION, THAT SEGREGATION BY SOCIAL CLASS I’M A SO MY OPPORTUNITY COMMITTEE MODEL IS COMMUNITYWIDE POVERTY FIGHTING GET I CALL IT A MOVEMENT. FOR ALL COMMITTEES TO SAY POVERTY IS NOT OKAY. IT’S REALLY ABOUT UNITING US. IT’S REALLY ABOUT ENGAGING PEOPLE IN FIGHTING THE POVERTY, NOT THE PEOPLE WHO LIVE IN IT. GETTING PEOPLE OF POVERTY INFORMED COMMUNITY. I THINK ESSENTIAL FOR PEOPLE TO KNOW, WE ARE SPENDING A LOT OF MONEY ON THE SYMPTOMS OF POVERTY. SO, THINGS LIKE IF YOU HAVE ONE PERSON IN A CAGE, WHICH UNITED STATES HAS MORE PEOPLE IN CAGES THAN ANY OTHER COUNTRY INCLUDING BOTH ASSOCIATE OF 40,000 A YEAR. WHAT IF HE INVESTED THAT IN OUR PEOPLE. IT’S ABOUT 65,000 A YEAR FOR ONE CHILD TO BE IN FOSTER CARE. WE’VE AN EPIDEMIC OF KIDS BEING TAKEN AWAY FROM PARENTS FOR POVERTY REASONS NOT NEGLECT. BUT WE DON’T HAVE THE ABILITY, WITHOUT POVERTY INFORMED ENOUGH TO GO, OKAY, WHAT CAN WE DO HERE? WAS A FAMILY OF SEVEN THAT GOT EVICTED GOOD MOM AND DAD BOTH WORKED. THE WORKING CARE CENTERS, MINIMUM WAGE. SOMETIMES GOT HOURS AND SOMETIMES DID NOT. BUT EVICTED MOVE INTO A STORAGE SHED. THE CREATED THE DAD WILL ADD INTO THE STARSTRUCK CHILD WELFARE CAME OUT AND PUT THE KIDS IN FOSTER CARE AT ABOUT $65,000 A KID. WAS FIVE TIMES $65,000? WHAT COULD WE HAVE DONE IF WE HAD BEEN POVERTY INFORMED. LIKE UTAH, RAINOUT I DO KNOW IF YOU KNOW THEY’RE ON TRACK TO AN HOMELESS AND THEY WILL BE THE FIRST DAY IN OUR COUNTRY THAT IS NOBODY THAT DOESN’T HAVE A PLACE TO LIVE. LATER HAD. WITH A CALCULATE WHAT IS THE COST PER PERSON TO BE HOMELESS AND WAS RIGHT ABOUT $43,000. WHAT IS THE COST TO HOUSE SOMEONE? THAT COST WAS ABOUT 11,000. THE COST OF COURSE ARE PLEASE, MENTAL SOCIAL SERVICES YES. FIRE EMERGENCY VISITORS ARE THEY ADDED ALL THAT. SO UTAH JUST START BUILDING HOUSING AND GIVING PEOPLE A HOME AND IN THE DOING WRAPAROUND SERVICES THAT CONNECTED APPROACH TO GETTING MENTAL HEALTH TREATMENT, TREATMENT FOR ADDICTION. A LOT OF THE STEREOTYPES THAT KEEP US SEGREGATED, I THINK, PEOPLE WILL SAY WHATEVER STARTED SPEAKING 25 YEARS AGO PEOPLE WOULD SAY THEY’RE POOR BECAUSE THEY’RE ALCOHOLICS. THEIR DRUG ADDICTS, SEX OFFENDERS DOMESTIC VIOLENCE, CHILD ABUSE. MY GOSH THAT WE’VE TAKEN EVERY SOCIAL ILL INHUMANITY AND PUT ON PEOPLE IN CRISIS WHO DON’T VOTE AND HAVE NO VOICE. SO, IN TRAINING I WAS ASK PEOPLE TO BE EVER HEARD OF A WEALTHY DRUG ADDICT REX CAN WE SAY TOGETHER BRITNEY CHARLIE. DRUG ADDICTION IS IN A POVERTY IS. NEITHER IS THE DISEASE OF ALCOHOLISM. ACTUALLY, THE GROUP THAT STRUGGLES MOST OF THAT DISEASES ATTORNEYS. SO, WHAT YOU HAVE IS A POVERTY ISSUE. IF I DO HAVE THE DISEASE OF ALCOHOLISM OR AN ADDICTION, WHAT ACCESS DO I HAVE? MOST STATES, THE ANSWER TO ADDICTION IS JAIL. THE ANSWER TO ALCOHOLISM, WELL IF YOU GET ARRESTED WILL GIVE YOU COUPLE HOURS OF DETOX. SO, I BRITNEY SPEARS AND I’VE ALCOHOLISM I CAN GO TO THE CARIBBEAN AND PAY $40,000 A MONTH FOR TREATMENT. WITHOUT POVERTY? I REALLY TRY TO GET PEOPLE TO SEPARATE THE PEOPLE FROM THE POVERTY BECAUSE THE PEOPLE ARE PHENOMENAL. OUR FELLOW HUMAN BEINGS ARE AMAZING. THERE’S SO MUCH POTENTIAL, SO MANY STRENGTHS THAT WE CAN BUILD ON. WE HAVE DO SEE THAT AND WE HAVE TO FIGHT THE POVERTY THE POLITICS OF POVERTY ARE STILL FORMIDABLE. PERHAPS A MORE FORMIDABLE IN RECENT GENERATION. IMAGINE HEADSTART. HEADSTART IS UNDER ASSAULT. SOME CRITICS, ANYWAY, QUESTIONING THE EFFICACY OF HEADSTART. YOU KNOW WHERE THAT COMES FROM, THOUGH? GO-AHEAD SO, THEY DID THIS STUDY WAS A PRETTY LARGE STUDY. WHAT THEY FOUND WAS MY GUESS, HEADSTART MAKES GAINS. CHILDREN IN POVERTY, FOUR-YEAR-OLDS WHO COME INTO THE HEADSTART PROGRAM, THEY MAKE GAINS. THAT IS BECAUSE HEADSTART TAKES THE WHOLE FAMILY APPROACH NOT ONLY TEACH THE KIDS BUT THEY TEACH THE PARENTS. THEY USUALLY END UP HIRING THE PARENTS. BUT WHAT THEY DID THEN WAS THAT FOLLOWED THE KIDS INTO THIRD GRADE. WHAT HAPPENED, YES, COMING INTO KINDERGARTEN THEY MAKE GAINS THE BOOT BETWEEN KINDERGARTEN AND THIRD GRADE THOSE GAINS DISAPPEARED. SO, THE CONCLUSION OF THESE RESEARCHES WAS THEREFORE, LET’S CUT HEADSTART. MY CONCLUSION IS A RESEARCHER, WHERE WE LOOKING AT K-THREE. I KNOW WHAT HAPPENS. IT’S A CULTURE SHOCK. HEADSTART WILL CONNECT YOU TO HOUSING, TO WIC PROGRAMS NUTRITION BUT YOU GET INTO KINDERGARTEN AND YOU TELL YOUR TEACHER GETTING INNOVATION NOTICE ON THERE LIKE WELL IT’S NOT MY JOB. THE SCHOOLS HAVE A VERY DIFFERENT APPROACH TO-THEY DON’T TAKE THAT REACHING OUT OF THE COMMUNITY CONNECTING FAMILIES INTO RESOURCES. SOME OF THE CULTURE SHOCK TO MUCH FOR HEADSTART. SO I KNOW FIRSTHAND FROM RESEARCH THE DIFFERENCES BETWEEN WHEN MY KIDS WERE IN ELEMENTARY SCHOOL THE SCHOOLS WERE DOING NOTHING TO HELP SHOT OFF NOTICES ON WATER AND UP THROUGH CITY AND ADDICTION AND ALL THE BULLETS OF POVERTY THAT WERE HITTING US, BUT IN HEADSTART WERE MY DAUGHTER HAS HER TEACHER WERE LIVING IN A CAR AND I WAS PREGNANT, SHE CONNECT ME TO THE WIC PROGRAM WOMEN AND CHILDREN NUTRITION PROGRAM. SHIELDS IS BACK TO PARTNERS VOUCHERS. GET US INTO A MOTEL. IT’S THAT-ARE WE REALLY REMOVING OBSTACLES AND BARRIERS? SO THAT MY DAUGHTER WAS ABLE TO CONTINUE WITH HEADSTART. SO, I THINK AS RESEARCHERS, YOU HAVE TO REALLY KEYS DOWN THAT DATA TO SAY, WELL, WHY ARE WE LOOKING DOWN HERE FOR THE CAUSE OF THESE LOSSES AND GAINS AND WHY ARE WE LOOKING AT THIS CONTEXT WERE CASE HISTORY WHAT HAPPENED HERE? NO MATTER THAT CONTACT NO MATTER THE PERSON WITH A MAGNIFYING GLASS, WERE IN AN AREA NOW WHERE WE ARE EVEN SEQUESTERING MONEY FROM THE PENTAGON . SO SOCIAL PROGRAMS REMAIN AN EXCEPTIONALLY TOUGH SELL. ARE YOU OPTIMISTIC? CAN YOU BE? I FEEL FULL OF HOPE. FIRST OFF, WERE NOT A NATION OF SCARCITY. BLEEDING IN A NATION OF SCARCITY MAKES THIS QUARTER SO WE START USING WHO’S WORTH OUR INVESTMENT AS HUMANS AND WHO IS WORTH OUR TIME. BUT THE TRUTH IS, AT THE HEIGHT OF THE GREAT RECESSION AMERICAN SPENT $26 BILLION ON HANNAH MONTANA MERCHANDISE. AT THE HEIGHT OF THE RECESSION WE SPENT $33 BILLION ON TECH TOYS AND SUPPLIES. JUST LAST YEAR, FOR VALENTINE’S DAY BUT AMERICAN PUBLIC SPENT $819 MILLION ON VALENTINES FOR OUR PETS. SPENDING 40,000 A YEAR-THERE’S ENOUGH LAND. THERE’S ENOUGH FOOD. THERE IS ENOUGH RESOURCES. BUT HOW DO WE SPEND OUR RESOURCES? WE ARE PAYING. WORKING FOR PRESENT THERE WERE PAINTERS FOSTER CARE. WOULD PAINT ALL THE SYMPTOMS. IT’S ABOUT FIVE TIMES WITH THE COST OF INVESTING IN PEOPLE WOULD BE. YOU ALSO URGE EDUCATORS AND THE GREATER MIDDLE CLASS, DON’T BE TOO TOUGH ON THE PARENTS. IF I’M PHRASING IT CORRECTLY. DON’T BE TOUGH ON THE PARENTS OF DISADVANTAGED STUDENTS. BECAUSE THEY ARE NOT EQUIPPED TO PROVIDE THE SOCIAL SERVICES. I MEAN THE STRUCTURE WITHIN THE HOME, NOT OUT OF THE NECESSARILY ANY DISREGARD FOR OR DISDAIN FOR IT CERTAINLY, BUT THEY THEMSELVES DON’T HAVE THE SKILLS. AND THEY FEEL THE SAME SOCIAL PRESSURES THAT THEIR KIDS DO. YES. SO A LOT OF THEM PARENTS HAVE HAD WORSE LIVES IN TERMS OF THE POVERTY IMPACT THE KIDS ARE HAVING. MY PARENTS NEVER WENT TO SCHOOL, DO WHAT WE SAY ABOUT THOSE PARENTS? IN THE MIDDLE-CLASS WORD USUALLY THEY DON’T CARE. THEY DON’T LOVE THEIR KIDS. MY MOM WOULD SAY, I’M NOT GOING TO MAKE A FULL ATOMIZER BUT THOSE PEOPLE WANT TO TALK ABOUT SCHOOL. I DON’T KNOW ANYTHING ABOUT SCOOP. WITH THE POINT OF ME GOING INTO. IF ONE EDUCATOR HAD GONE TO MY MOM AND SAID LARRY OR MELVIN OR RICK OR STEVE, SHE WOULD’VE TALKED THEIR YEAR. SHE’D STILL BE THERE BRAGGING ON HER KIDS. A LOT OF OUR ASSUMPTIONS ABOUT THE PARENTS THAT WE DON’T UNDERSTAND THE PERSPECTIVE. THEY DON’T UNDERSTAND WHY THEY’RE DOING WHAT THEY’RE DOING. THAT’S REALLY WHAT THIS POVERTY INSTITUTE IS REALLY ABOUT. WE ARE SO GRATEFUL TO THE UNIVERSITY OF ARKANSAS. I DO POVERTY INSTITUTES ALL OVER THE UNITED STATES THE SPENT SPECIFICALLY PEOPLE PAY TO COME TO OUR ANSWERS. UNIVERSITY OF ARKANSAS PAPER EVERYONE TO COME. SO, THIS OUR SECOND TIME WRINGING OUR INSTITUTE HERE. SO WE ARE CREATING A SPREAD OF POVERTY INFORMED PEOPLE. THE NUMBER ONE EVALUATION FROM THIS INSTITUTE, PEOPLE WILL TELL YOU, IS LIFE-CHANGING. THEY DON’T LEAVE THE SAME PEOPLE. RIGHT NOW, THEY ARE OUT WALKING THE WALK OF WHAT IS ALIKE TO TRY TO-HAVE FOUND. HOW MUCH IS THAT IT COST TO OUR WASHER AND DRYER RENT TO OWN. THEY DO LEARN TO CONNECT CHARGE ABOUT 500% INTEREST AT THE PAYDAY LOANS. IT REALLY START TO GET A FEEL FOR WHAT IS THAT WARS ON THE POVERTY REALLY TRULY LIKE? AS WERE INTERACTING WERE NOT JUDGING. WE ARE TRULY ABLE TO SUSPEND JUDGMENT AND HOW PEOPLE ON THEIR JOURNEY MOVE OUT AND STAY OUT. UNDERSCORING THAT I WAS STRUCK BY ONE OF YOUR YOU CODED IN ONE OF YOUR RESEARCH PAPERS, YOU INTERVIEWED A SUBJECT, A GENTLEMAN WHO TOLD YOU THAT HE HAD NO IDEA THAT DENTIST HAD ANY FUNCTION OTHER THAN TO FIT AN INDIVIDUAL WITH FALSE TEETH. THAT FROM BIRTH UNTIL-AND NEVER OCCURRED TO HIM THAT POLICY MIGHT BE PREVENTED. THAT YOU COULD GO TO THE DENTIST BEFORE YOU NEEDED A FAULTY. THAT’S VERY TRUE. THAT’S TRUE FOR ME. I THOUGHT, AFTER 30 OR KEEP A LOG IN A CUP. I DO KNOW PEOPLE WITH PAST 60. UNTIL I GOT TO BE-I’M AROUND MORE MIDDLE-CLASS PEOPLE AND THEIR PARENTS AND GRANDPARENTS ARE IN THEIR 80S AND 90S.. THEY HAD THEIR TEETH AND THEY’RE STILL ALIVE. I WAS STUNNED. I NOTED I HAD NO IDEA. YOU TRY TO GET SERVICES. I WAS 23 THE FIRST TIME I SAW A DENTIST. 23? VERBAL ASSES TWO THEN HE PULLED IT WITH NO PAINKILLERS. HE PULLED AN ASSET ACCESS TO THE I GOT SO SICK I COULD LIFT MY HEAD FROM THE PILLOW BECAUSE I KNOW NOW IS POSIES ANTIBIOTICS BEFORE YOU PULL AN ABSCESS TOOTH. I WAS TRAINING A DENTIST ON COMMUNICATING WORK MORE EFFECTIVELY WITH FAMILIES IN POVERTY AND THE DENTIST ONLY HE DID HIS INTERNSHIP AT A COUNTY MENTAL HEALTH CLINIC. HE SAID, I TOLD MY SUPERVISOR I CAN FIX THESE DEEP THAT I CAN GIVE THEM A NICE SMILE. HE SAID MY SUPERVISOR TOLD ME, NO YOU CAN. WE DON’T HAVE FUNDS FOR THAT. SO HOW DO WE TREAT PEOPLE ? WHO DON’T HAVE TEETH WERE ROTTEN TEETH? WAS PEOPLE SAY THEIR DRUG ADDICTS. THEY DID TAKE CARE OF THEM. WE BLAME AND JUDGMENT RATHER THAN GO, WOW, I WONDER IF THEY HAVE ARROWHEAD THAT TOOK. I WONDER FAT NUTRITION TO BUILD STRONG HEALTHY TEETH. SPLENDID CONVERSATION DR. BEEGLE. THANK YOU FOR FOCUSING ON THIS. THANK YOU FOR WATCHING AND WE WILL SEE YOU NEXT TIME.
